It means that either they disabled their account,got shutdown for CTB'ing (people often request to have their account closed down) or they have been banned take ur pick

this is wrong, in those cases generally the users name will only be crossed out and you'll no longer be able to visit their profile page if they had it public.
deleted users are manually wiped for a number of reasons but it generally falls under privacy concerns and is rarely done for anything but that.
