visiting site beforehand

I was thinking about visiting the place i plan on jumping from beforehand as ive never gotten to go inside or anything yet. Its a government funded housing complex. the rooftop has really bad railing and almost no safety but im unsure if im even able to get up there, i assume there is some sort of front desk but im unsure what to say to them to get up there or if im able to get in without verifying myself or anything, i guess its up to me to investigate but does anyone have any ideas what to say to front desk if i do need a reason of some sort to even enter the floors?
