Okay, hear me out. I really think Evie loved Tracy romantically — hell, even more than romantically if that's even possible, throughout the entire movie, in her own very, very fucked up way. I believe she was so dependent on Tracy and her family that she started doing things (such as kissing Mel, flashing Tracy's brother, bringing up past trauma, etc.) without even realizing she was manipulating them, just to get their trust, love, and support so she could stop getting hurt by the people who were supposed to be taking care of her.
I also think she did it because she trusted THEM, and wanted them to trust her just as badly. She was an extremely troubled teen, just like Tracy, and that's why they clicked so deeply. Yes, it was unhealthy and very toxic, but I think they truly loved each other and just didn't know how to express it in a healthy way because toxic behavior is all they'd ever known. They really were good friends underneath all of it.
And I think toward the end, Evie truly meant what she said to Tracy when she said, "I love you, okay? You're my girl." I think every time she told Tracy she loved her, it was real. I just think she snapped because she didn't want to get in trouble with Brooke because, as we know, Brooke is neglectful and abusive and clearly doesn't care for her properly. I think Evie was scared of what would happen if she didn't flip the blame onto Tracy, knowing Tracy's mom would never hurt her. In a really complex way, I think she was trying to protect both herself AND Tracy.
As for Tracy, she craved extreme validation from Evie. She kissed her once, then twice. They were constantly together, creating this intense co-dependency and extreme jealousy toward anyone who got between them. They were always all over each other. I think Tracy loved Evie more than she loved herself, and when they got as close as they did (sharing clothes, touching, kissing, sleeping in the same bed, and more), it made her crave Evie's validation even more. She wanted to please Evie and make her love her back.
I love this movie more than anything, and I really don't think Evie wanted to leave Tracy. I think it completely broke both of them.
