Can I just use a plastic bag then seal it with a tape and let the helium flow in?

The purpose of the loose elastic is so that the increase in pressure from the helium entering the bag forces out your exhaled carbon dioxide CO2, which, if also breathed in, would bring about the hypercapnic response.
