thats cus you can't access the chat feature as you haven't been on the site long enough. Its stupid honestly to not allow users that are able to DM through conversations but can't see messages in private chat even tho the option is there. You can try to start a conversation with whoever they are if you want to talk privately with them but able to actually see their messages.
