Yes, just the same as any handmade bullet, it can but depends on how much powder YOU, the operator, load in it and the weight of the projectile you're trying to send down range. Too much and the whole gun explodes, a bit too much and it's basically a cannon, too little and it doesn't fire just burns you. You don't need a license courtesy of the 2nd amendment if you're an American, but it's way easier and way cheaper to get a normal gun than an antique that fires powder.
