I had a bit of a look and couldn't see anywhere that states the purity of the helium. Some places mix helium with air to prevent it being successful in suisides. As long as it is mostly helium it still does is stated job of making baloons lighter than air so they can do so legally. I would look carefully for helium (or any inert gas) that says if is 99% pure or more.

I don't know the answer to your question about fitting a flow meter sorry but would like to know the answer too.
