There's never been a period in my life when I've consistently felt happy more days than not. I have small moments of happiness but they don't last long. Most of the time I'm either busy, bored or miserable. Being busy is the best of the three. Honestly when people talk about long term happiness part of me thinks that they're just making shit up.

Even when I'm not depressed I can't seem to imagine a future where happiness is the baseline.

I mean, I does not. I really feel you, feeling trapped in a dark hole with rays of light shinning every now an then. Happiness is just a temporary state, like everything else in life and many people waste their lives trying to ride that constant high. Everything that goes up HAS to go down. So my advice here is to simply cherish the small moments of lucidity in which your life doesn't feel like trash. I know it's really hard, but it's honestly well worth it.
