Sure, they can CTB, I really don't care. I've given up on the idea of vengeance, no amount of torture can spark empathy in someone who is selfish and soulless enough to earn themselves one of those labels. I suppose the only exception is those who kill in self defense or some such, but I personally wouldn't label them murderers. Similarly, I don't hate pedos who supposedly never act on it. I'd rather they seek help.
The unfortunate reality is that even if pedos collectively vanished from the planet, children would still be abused in that one specific way. It took me a long time to wrap my head around, but that kind of desire is not necessary for someone to commit such an act. It's not always about desire. Sometimes it's about violence, control, dominance, humiliation, or something else, and their target is merely whoever is accessible and vulnerable. In a weird way, learning this calmed my hatred for pedos a little.
I feel like sadists and murderers deserve the same hatred, but they don't get it, and I don't know why. People talk about Jack the Ripper and Samuel Little like they're mythical creatures. Some serial killers are so detached from basic empathy, they won't claim murders that they didn't commit "out of respect for the real killer" as if it's some kind of sport. It's hard for me to believe these people are human.
