The scarcity of available options are pushing people into earlier suicides as the trend is clear, the more you wait, the less options you have. So it appears restricting these substances might as well have the exact opposite effect

Some times the people who actually get their hands on some N, may not actually use it for days, months or even years. Just because someone has the substance doesn't mean that they will take it right away.
