Phenobarbital as a painkiller?

In my country I can get phenobarbital (not to be confused with pentobarbital) OTC in small dosages (7.5 mg per tablet). Do you think it makes sense to take, say, 20 tablets of it before applying some violent method like hanging or electrocution?
