Parking Garage Minimum Height

What's the minimum suggested height to jump from? I see deaths about them in online articles and they're easy enough to access. Some have added fencing but those are few and far in between. How tall, at a minimum, should they be?

Minimum 150 feet above concrete, 250 in water is what I've heard. Try to land head first, not feet first.
