Help Oxygen regulater flow meter

I use oxygen regulater for nitrogen gaz %99
At flow meter 15 but not working fail i guess its flow meter problem because its oxygen regulater and diffrent flow meter

Is it ball or click style? Regardless n2 and o2 are not different enough for that to be the problem

Its ball but i get click style soon can you guide me
