Yeah, it's different from a place like Beachy Head because of that i think, maybe even deadlier cause they can't recover someone as quick.
at the time when i was there the weather was really bad so there was no one on a stroll, so i think this entirely depends on the weather, i'm also not sure what the "season" is for those types of landscapes. I was able to get close to many edges and climb over the fence once to get even closer, i cautiously looked around every few minutes to make sure no one followed me. There was, at some point, an observatory nest for someone to watch over the birds, but that was staff-only. it had huge binoculars so they could theoretically use that? but no chaplaincy or police cars in sight like at Beachy Head. there are also a couple phones that connect to the emergency coast guard so they're definitely aware of the risk. but once again, i haven't seen anyone even looking from afar, the workers were either at a cafe or at the entrance, both of which are far away so that you can't see where i took the pictures from. I would say you could work it out without looking too suspicious yeah. Just don't look nervous at the entrance if you can.
