I've had two people I know hang themselves. The first one I saw the aftermath. How tongue was bulging out of his mouth, almost but it off Autopsy said he ripped some tendons in his neck. I can't imagine it was a very pleasant experience. Probably took a ton of courage or pain. The second one we ended up with deep cuts/indents on his neck. This is my only practical method. All my practice of partial suspension have been successful - I think, I haven't actually passed out from it yet. But it makes me think I'm doing it wrong. They went all in and clearly paid the price for it. Is that necessary for success?

If by "all in" you mean dedicating to the suicide, then obviously you must do so. If you instead mean full suspension, then of course not. It's perfectly viable if you can get the setup remotely correct.

What you need to be aware of, is that you need a solid amount of pressure for the rope to reach deep into your neck, so it does indeed take a strong sense of will to death; some prefer full suspension because gravity does the work for you once you kick the chair. If you have chosen an inclined angle of partial where you get enough pressure on your neck to quickly make you dizzy, then you're certainly going to die using that.

Hanging with your entire body weight will no matter what make bruising and damage to your neck. If you hang yourself correctly you'll be dead long before you feel any of that.
