It definitely could, but if I were to CTB by gun, I personally would go with something more powerful. I think a 9mm (hollow point) strikes a great balance between reliability of death and not causing too much unnecessary damage.
what type of gun would it be fire out of, Rifle Or Handgun? if it has a longer barrel like a rifle does, then the bullet will build up more velocity and will penetrate more. Which is probably needed for a 22. also what part of your head will you shoot? As the best option is most likely to aim for your brain stem but that might be awkward to do with a rifle. plus what type of round would it be: Hollow Point or FMJ?

I do not know whether a 22 caliber bullet would work so I will not comment about that specifically. But I do know it it's rather shocking how many people survive gunshots to the head. Directly aiming at the brain stem is what would greatly increase likelihood of death.
If aimed correctly it will work. A person would need to park it in the back of their throat angled up to their brain stem and not flinch at all though. People are better off be better off with a handgun, 38 or 9 mm with hollow points. Obviously any caliber higher than those 2 is workable too. The smaller the caliber the less messy if that's the main concern, 38 9mm, both will get it done very well and fast.

Your best chance of success considering the large size of the barrel is to place it to the roof of your mouth, but not directly up, rather angled not directly towards the back of your neck butt a little bit above that. considering that you don't have FMJ's then the ear or nose options won't work as effectively.
