You could try emailing or phoning in advance to ask if you could take some pictures from the roof. I know of a website that shows 3D panoramas from various rooftops in my city, and that seems to be what the photographer did to get up there.

From everything that I have seen, the most prevalent answer would be no.

One also has to take into account all the legal aspects for the property owner of a taller building. A unlocked door could involve them getting their butts sued off and all the legal ramifications would generally mean that doors are locked tight.
