Is there any specific reason why charcoal is to be burned outside?. I have a room which has no ventilation. If I burn the charcoal inside the room , and once CO starts producing and has reached a particular limit , I can just step inside?

You let your coal burn outside till its smokeless so it doesn't sting your eyes and make you cough your guts up. Yes basically, ideally get a CO analyser, so you know what concentration you are stepping into.
